In May 2025, over 11,000 "Green Card" insurance certificates were digitally processed through the RCA Data information system [1]. This is an unprecedented result, marking a radical transformation compared to the situation a year ago, in May 2024, when the market was able to process only 239 external RCA policies in a semi-automated manner.
This considerable growth demonstrates the effectiveness of the digital tools provided by the National Bank of Moldova (BNM), which have equipped the market with the necessary infrastructure for the programmatic processing of both domestic and cross-border compulsory motor third-party liability insurance contracts.
The success achieved is also attributable to the implementation, as of 1 January 2025, of the new format for the "Green Card" insurance certificate, which can now be presented in digital form [2], without the requirement for a standardised template or physical paper copy.
This development in the insurance sector highlights the Moldovan market's ability to quickly adopt innovative technological solutions provided by the NBM and to align with international standards in the field of digital financial services.
