National Bank and the members of its decision-making bodies shall be independent in exercising the tasks conferred upon them by law, and shall neither seek nor take instructions from public authorities or from any other authority.
In order to ensure and maintain price stability over the medium term, the National Bank’s aim will be to keep inflation (measured by Consumer Price Index) at the level of 5.0 percent annually with a possible deviation of ± 1.5 percentage points, considered to be optimal for growth and development of Moldova's economy over the medium-term.
Financial stability is achieved by strengthening the resilience of the financial system, limiting the contagion effect and reducing the accumulation of systemic risks, thus contributing to the sustainability of the financial sector and economic growth.
National Bank shall have the exclusive right to issue on the territory of the Republic of Moldova banknotes and coins as legal tender, as well as commemorative and jubilee banknotes and coins as legal tender and for numismatic purposes.
National Bank is exclusively responsible for the licencing, supervision and regulation of financial institutions activity.
National Bank of Moldova acts as banker and fiscal agent of the State and shall receive from state bodies economic and financial information and documents, which are necessary for carrying out its tasks.
National Bank of Moldova is an autonomous public legal entity and is responsible to the Parliament.
National Bank shall inform the public on the monetary policy strategy on the results of the macroeconomic analysis, the evolution of the financial market and on statistics, including with regard to monetary supply, crediting, balance of payments and the state of the foreign exchange market.
National Bank of Moldova is responsable for the compilation of the balance of payments, international investment position and the statistics of the external debt of the Republic of Moldova.

Last month, the National Bank of Moldova (NBM) transferred nearly one billion MDL to the state budget, following the close of the 2025 fiscal year and an independent external audit of the institution’s financial statements. The amount represents half of the profit available for distribution, the other half was allocated to increase the NBM’s statutory capital, in accordance with legal requirements.
Following the close of the 2025 fiscal year and the independent audit of the financial statements, the NBM’s profit available for distribution amounted to MDL 1,820.82 million.
As of 31 December 2025, prior to the allocation of the financial result, the NBM’s statutory capital accounted for 6.93% of total monetary liabilities (LINK), which represent all of the National Bank of Moldova’s obligations recorded on the NBM’s balance sheet, excluding those owed to the Government of the Republic of Moldova and to the International Monetary Fund.
According to the Law on the National Bank of Moldova, when capital ranges between 4% and 10%, the profit available for distribution is divided equally.
Thus, in 2025, the profit available for distribution was allocated as follows: 50%, or MDL 910.41 million, was allocated to increase the NBM’s statutory capital, and 50%, or MDL 910.41 million, was transferred to the state budget revenue.
Consequently, the financial results for 2025 helped both to support public finances and to strengthen the NBM’s capacity to fulfil its mandate of maintaining monetary and financial stability.
It should be noted that, for a central bank, generating profit is not an objective in itself. The fundamental objective of the NBM is to ensure and maintain price stability, and a sound financial position enables it to carry out this mandate effectively. By maintaining price stability and supporting the stability of the financial system, the NBM helps protect purchasing power, savings, and payments, as well as the predictable functioning of the economy.
“A strong central bank effectively fulfils its mandate and acts responsibly, transparently, and in accordance with the law, in the interests of the citizens and the economy of the Republic of Moldova,” declared the NBM Governor, Ms Anca Dragu.
The amount of MDL 910.41 million transferred by the NBM becomes revenue for the state budget and will be used in accordance with the law and the priorities established by the authorities.
The NBM’s separate and consolidated financial statements were prepared in accordance with International Financial Reporting Standards (IFRS) and were audited by an independent external auditor in accordance with international auditing standards.
The auditor examined how the NBM’s financial results were calculated and presented, including the accounting result and the profit available for distribution (LINK). Following the examination, the auditor confirmed that the financial statements faithfully and fairly reflect the financial position and results of operations of the National Bank, in accordance with the applicable reporting requirements.
Upon completion of the external audit, the financial statements and the independent auditor’s report were published on the NBM’s website, thus reflecting the central bank's commitment to transparency, accountability and prudent management of its resources.
