Bilateral relations with other central banks and foreign authorities

 

Cooperation with foreign central banks and regulatory/supervisory authorities is one of the international cooperation vectors of the National Bank of Moldova (NBM). Current cooperation focuses on information exchange, technical assistance, negotiation, conclusion and implementation of cooperation agreements in the areas under the mandate of the NBM. These areas include banking and non-banking supervision (non-banking credit organizations and savings and loan associations), implementation of monetary policy, supervision and regulation of the payments system and the non-banking financial system, and promotion of financial stability.

The framework of cooperation between the NBM and central banks as well as foreign regulatory/supervisory authorities is defined by cooperation agreements (also called memoranda of understanding, treaties, etc.) signed between the NBM and the respective authorities. Information confidentiality is one of the underlying principles of cooperation agreements. Information exchange between the NBM and the banking supervisory authorities from the European Union has been enhanced since 2018, when the confidentiality regime applied by the Republic of Moldova in the field of banking supervision was positively evaluated by the European Banking Authority.  Thus, regarding the exchange of information with external partners, the NBM follows the normative acts currently in force and the guidelines of the European Banking Authority on this subject.
