RCA Data represents an automated state information system used for the exact determination of the insurance premium to be paid by each insured. This system also allows the exchange of information with internal affairs bodies for the purpose of exercising the control function regarding the possession of RCA insurance and Green Card.

Two draft laws aimed at modernising the legal framework of the insurance market and aligning it with European Union standards, prepared by NBM and promoted by the Ministry of Finance, are now open for public consultation.

The NBM, in collaboration with the International Finance Corporation (IFC, World Bank Group) and Ceres (a non-profit organization), recently organized an online session entitled "The Impact of Climate Risk on the Insurance Sector in the Republic of Moldova," dedicated to representatives of the NBM and insurance companies.

NBM organised a training session dedicated to the implementation of the Digital Operational Resilience Act (DORA), an initiative of the European Union aimed at providing a unified regulatory framework to protect the integrity of financial operations in the context of accelerated digitalisation.

In accordance with the legal provisions, starting from July 1, 2023, the National Bank of Moldova (NBM) supervises the activity of non-bank lending organizations, savings and loan associations, credit bureaus and professional participants in the insurance market.

Today, 18 November, the Deputy Governor of the National Bank of Moldova (NBM), Mr. Constantin Șchendra, participated in the Insurance Conference of the Republic of Moldova 2025.

NBM and the Financial Supervisory Authority of Romania (ASF) signed today, 8 August 2025, a bilateral cooperation agreement aimed at strengthening capacities in the field of licensing, regulation, and supervision of insurance companies in the Republic of Moldova.

This is an unprecedented result, marking a radical transformation compared to the situation a year ago, in May 2024, when the market was able to process only 239 external RCA policies in a semi-automated manner.
