National Bank and the members of its decision-making bodies shall be independent in exercising the tasks conferred upon them by law, and shall neither seek nor take instructions from public authorities or from any other authority.
In order to ensure and maintain price stability over the medium term, the National Bank’s aim will be to keep inflation (measured by Consumer Price Index) at the level of 5.0 percent annually with a possible deviation of ± 1.5 percentage points, considered to be optimal for growth and development of Moldova's economy over the medium-term.
Financial stability is achieved by strengthening the resilience of the financial system, limiting the contagion effect and reducing the accumulation of systemic risks, thus contributing to the sustainability of the financial sector and economic growth.
National Bank shall have the exclusive right to issue on the territory of the Republic of Moldova banknotes and coins as legal tender, as well as commemorative and jubilee banknotes and coins as legal tender and for numismatic purposes.

National Bank of Moldova acts as banker and fiscal agent of the State and shall receive from state bodies economic and financial information and documents, which are necessary for carrying out its tasks.

National Bank of Moldova is responsable for the compilation of the balance of payments, international investment position and the statistics of the external debt of the Republic of Moldova.

În perioada 11-13 septembrie a.c., Republica Moldova găzduiește pentru prima dată cea de-a 32-a ediţie a Clubului Guvernatorilor Băncilor Centrale din Asia Centrală, Bazinul Mării Negre şi Balcani, cu tema „Riscuri de contagiune, gestiunea crizelor si stabilitatea financiara”. La reuniune participă guvernatori ai băncilor centrale din Armenia, Azerbaidjan, Bosnia şi Herţegovina, Bulgaria, Belarus, Bulgaria, Cehia, China, Croaţia, Georgia, Kazahstan, Kîrgîzstan, Macedonia, Republica Moldova, Muntenegru, Polonia, România, Rusia, Serbia, Slovenia, Tadjikistan, Turcia.
În cadrul discuțiilor desfășurate, Guvernatorul BNM Dorin Drăguțanu a menționat că majoritatea monedelor naționale din țările CSI se află sub presiune de depreciere, in principal, din cauza reducerii cererii externe si, implicit, a exporturilor.
Tensiunile geopolitice cauzează ieșiri de capital din unele țări din regiune și afectează așteptările pe termen scurt ale populației și ale agenților economici cu privire la evoluția de pe piața valutară.
De la începutul anului rubla rusă s-a depreciat fața de dolarul SUA cu 14.5 la sută, tenghe kazah cu 18.2 la sută, hrivna ucraineana cu 57.5 la suta, rubla belarusa cu 9.6 la suta și leul moldovenesc cu 9.3 la suta.
În pofida deprecierii leului moldovenesc, ritmul anual de creștere a prețurilor rămîne stabil, atingînd în luna august 2014 nivelul de 5.1 la suta. Prognozele BNM plaseaza inflația medie pentru anul 2014 la nivelul de 4.7 la sută și pentru 2015 la 3.5 la suta.
Participanții la forum au dezvăluit evoluții economice din regiune, vulnerabilități și abordări manageriale corespunzătoare. Cei prezenți au identificat provocările reale și posibile, impactul acestora în țări concrete în funcție de particularitățile existente, precum și modalități de dezvoltare a politicilor şi instrumentelor de supraveghere macropurdenţială în scopul asigurării stabilităţii financiare.
Clubul Guvernatorilor Băncilor Centrale din Asia Centrală, Bazinul Mării Negre şi Balcani a fost creat în mai 1998. Membrii clubului se reunesc de două ori pe an și optează pentru o mai bună colaborare a țărilor din regiune în domeniul bancar.
