Technical assistance provided by the European Union

 

The support from the European Union/European Commission is offered to the NBM following the commitments made by the Republic of Moldova in the context of the European integration process. EU assistance is mainly provided through the EU High-Level Advisers’ Mission to the Republic of Moldova and through the Twinning and TAIEX technical assistance instruments.


European Union High-Level Advisers’ Mission to the Republic of Moldova

The European Union High-Level Advisers’ Mission to the Republic of Moldova offers support to the Government and other public authorities of the Republic of Moldova, including the National Bank of Moldova, for the implementation of reforms intended to align with the norms and standards of the European Union. At the same time, the Advisers’ Mission aims to guide the policies of the ministries and agencies operating in the sectors that have been selected to be assisted, to strengthen knowledge about the policies, legislation and regulations of the European Union and to offer advice in order to ensure the political, institutional and financial sustainability of the reforms.

EU High-Level Advisers are senior, qualified professionals with significant experience in public policy management and/or leading public authorities at the highest level in EU Member States and can also share international experience from countries at various stages of European integration. The mission is financed by the European Union with an implementation period of 2 years. Thus, the first assistance of the EU High-Level Advisers’ Mission was granted to the NBM starting from 2016.

Twinning

Twinning is an EU instrument of administrative cooperation between the authorities of the EU member states and the authorities of the beneficiary countries. Twinning projects (also called institutional twinning projects) aim to develop the institutional capacities of the beneficiary authorities and take place over a year or more, during which experts from the EU public sector are seconded to provide assistance to the beneficiary authorities in order to achieve specific objectives. Assistance is usually structured into components corresponding to specific objectives and involves a range of activities, including workshops, training sessions, expert missions, study visits, internships and advice. Twinning projects are based on the principles of "learning by doing" and "sharing best practices".

Unlike classic technical assistance, one-sided technical assistance, where experts share their knowledge and experience with interested parties, Twinning projects represent a close partnership in which the active involvement of the beneficiary authorities is very important to achieve the expected result. By seconding experts from EU Member States to an institution in a partner country for up to three years, Twinning projects provide full support to reforms and create long-lasting relationships between public administrations.

TAIEX

TAIEX (Technical Assistance and Information Exchange) is a technical assistance and information exchange tool of the European Commission that aims to support beneficiary authorities in the process of harmonizing national legislation with EU legislation and applying the harmonized legislation, as well as to facilitate the sharing of EU best practices.

TAIEX assistance is offered to the beneficiary public authorities on a short term (up to 5 days) in the form of workshops, missions of EU experts to the beneficiary institutions or study visits of representatives from the beneficiary authorities to the authorities of the EU states.
