National Bank and the members of its decision-making bodies shall be independent in exercising the tasks conferred upon them by law, and shall neither seek nor take instructions from public authorities or from any other authority.
In order to ensure and maintain price stability over the medium term, the National Bank’s aim will be to keep inflation (measured by Consumer Price Index) at the level of 5.0 percent annually with a possible deviation of ± 1.5 percentage points, considered to be optimal for growth and development of Moldova's economy over the medium-term.

Balanţa de plăţi externe a Republicii Moldova a fost influenţată în 2012 de mai mulţi factori, atât endogeni, cât şi exogeni. Gerurile din iarna anului 2012 şi seceta din vară, afectând agricultura, au influenţat comerţul extern, alături de contractarea cererii în ţările europene şi majorarea preţurilor mondiale la produsele alimentare şi petroliere.
Contul curent al balanţei de plăţi a înregistrat un deficit de 495.28 mil. USD, în scădere cu 36.9 la sută faţă de anul precedent, ceea ce reprezintă 6.8 la sută în raport cu PIB (11.2 la sută în 2011). Deşi balanţa bunurilor şi serviciilor a înregistrat un sold aproximativ la nivelul anului precedent, indicele propensiunii medii spre export a descrescut comparativ cu anul precedent cu 1.4 puncte procentuale, precum şi cel spre import – cu 1.8 p. p. Suma compensării pentru muncă şi a transferurilor personale primite din străinătate a fost cu 11.6 la sută mai mare decât în anul precedent şi a constituit 24.6 la sută în raport cu valoarea produsului intern brut. Dividendele plătite investitorilor străini au scăzut cu 19.3 la sută.
Contul de capital şi financiar în anul 2012 a consemnat intrări nete de capital în valoare de 420.19 mil. USD. Contul de capital s-a soldat cu un deficit în sumă de 33.80 mil. USD, determinat de transferurile persoanelor care emigrează pentru trai permanent peste hotare. Excedentul contului financiar (453.99 mil. USD) a fost în descreştere faţă de anul precedent cu 37.5 la sută, fapt cauzat preponderent de scăderea investiţiilor directe.
Intrările de capital în ţară au fost asigurate în mare parte de agenţii din alte sectoare (765.45 mil. USD), în principal sub formă de noi împrumuturi şi credite comerciale.
Poziţia investiţională internaţională a Republicii Moldova la sfârşitul anului a rămas net debitoare şi a constituit 5,336.11 mil. USD: creanţele externe însumând 3,264.01 mil. USD, în creştere cu 11.7 la sută, iar angajamentele – 8,600.12 mil. USD, în creştere cu 9.8 la sută, din care 3,447.92 mil. USD sunt faţă de investitorii străini direcţi. Stocul angajamentelor externe a depăşit stocul creanţelor de 2.6 ori.
Datoria externă brută a Republicii Moldova la 31 decembrie 2012 a înregistrat 5,983.76 mil. USD, în creştere cu 11.7 la sută, raportul ei la PIB s-a majorat până la 82.5 la sută. Datoria publică şi public garantată a însumat 1,762.56 mil. USD, ceea ce reprezintă 29.5 la sută din totalul datoriei. Datoria privată negarantată s-a cifrat la 4,221.20 mil. USD, din care cea pe termen scurt, care este mai vulnerabilă la riscuri externe, reprezintă 45.6 la sută.
