National Bank and the members of its decision-making bodies shall be independent in exercising the tasks conferred upon them by law, and shall neither seek nor take instructions from public authorities or from any other authority.
In order to ensure and maintain price stability over the medium term, the National Bank’s aim will be to keep inflation (measured by Consumer Price Index) at the level of 5.0 percent annually with a possible deviation of ± 1.5 percentage points, considered to be optimal for growth and development of Moldova's economy over the medium-term.
Financial stability is achieved by strengthening the resilience of the financial system, limiting the contagion effect and reducing the accumulation of systemic risks, thus contributing to the sustainability of the financial sector and economic growth.
National Bank shall have the exclusive right to issue on the territory of the Republic of Moldova banknotes and coins as legal tender, as well as commemorative and jubilee banknotes and coins as legal tender and for numismatic purposes.
National Bank is exclusively responsible for the licencing, supervision and regulation of financial institutions activity.
National Bank of Moldova acts as banker and fiscal agent of the State and shall receive from state bodies economic and financial information and documents, which are necessary for carrying out its tasks.
National Bank of Moldova is an autonomous public legal entity and is responsible to the Parliament.
National Bank shall inform the public on the monetary policy strategy on the results of the macroeconomic analysis, the evolution of the financial market and on statistics, including with regard to monetary supply, crediting, balance of payments and the state of the foreign exchange market.
National Bank of Moldova is responsable for the compilation of the balance of payments, international investment position and the statistics of the external debt of the Republic of Moldova.

Today, 2 October 2026, Ms Anca Dragu, Governor of the National Bank of Moldova (NBM), met in Chișinău with Mr Andriy Pyshnyy, Governor of the National Bank of Ukraine. The meeting focused on cooperation between the two institutions, financial stability and the reforms required as part of the European Union accession process.
At the outset of the meeting, Ms Anca Dragu conveyed a message of solidarity with the people of Ukraine and expressed compassion for the suffering caused by the war. The Governor also expressed her respect for the efforts of her colleagues at the National Bank of Ukraine to keep the financial system functioning under these circumstances.
“Our thoughts are with the people of Ukraine, with the families who have lost loved ones and those who have been forced to leave their homes to keep those close to them safe. We stand with them and with our colleagues at the National Bank of Ukraine, whose work helps people receive their income, make payments and continue their activities under such difficult conditions,” Ms Anca Dragu said.
The discussions addressed the maintenance of macroeconomic and financial stability in a regional environment affected by war and economic uncertainty. In this context, the importance of monitoring external risks and preparing institutions for crisis situations was highlighted. The experience of the National Bank of Ukraine in this area was also the subject of an expert meeting held in October 2025, during which the Ukrainian institution provided the NBM with technical assistance on organising crisis simulation exercises.
An important topic of the dialogue was the European path of the two countries, with a focus on aligning financial legislation with EU rules and strengthening financial stability.
“Preparing for European Union accession requires legislative reforms, institutions that are ready to implement the new rules, and financial services that meet the needs of people and businesses. The experience of the Republic of Moldova’s connection to SEPA shows that the benefits of integration can be felt even before accession. We will continue to share this experience with our Ukrainian colleagues and learn from one another. For both institutions, strengthening the central bank’s mandate and implementing European rules are priorities in this process,” the NBM Governor emphasised.
Technical cooperation between the two central banks took place in 2026 through eight technical assistance exchanges provided by the NBM to its colleagues at the National Bank of Ukraine. These covered accession to the Single Euro Payments Area (SEPA), payment infrastructure, banking registers, prudential reporting and statistics, the non-bank lending sector, and the implementation of European Union legislation.
In the area of payments, the Governor presented the Republic of Moldova’s experience of connecting to SEPA and developing the MIA Instant Payments system.
At the conclusion of the meeting, the two Governors agreed to continue their dialogue and technical cooperation, in line with the priorities of the two institutions and the stages of the European integration process.
Mr Andriy Pyshnyy is in Chișinău at the invitation of the NBM to participate in the second edition of the annual international research conference, “Policy Coordination for EU Convergence: Fiscal Space and Monetary Anchoring Under Accelerated Integration”. The event is being held on 1–2 October 2026 by the NBM in partnership with the National Bank of Romania and the Banque de France.
