The NBM delegation is participating in the Annual Meetings of the International Monetary Fund and the World Bank Group

A delegation of the National Bank of Moldova (NBM), led by First Deputy Governor Petru Rotaru, is participating in the Annual Meetings of the International Monetary Fund (IMF) and the World Bank Group (WBG), taking place in Bangkok, Thailand, from 12 to 18 October 2026.

The event is the most important global forum for dialogue and policy coordination in the areas of the global economy, financial stability, and development, bringing together finance ministers, central bank governors, and leaders from the private sector and civil society.

During the meetings, the NBM delegation held talks with senior officials of the International Monetary Fund, including Mr Kenji Okamura, Deputy Managing Director of the IMF; Mr Mateusz Szczurek, Director of the IMF’s European Department; as well as Mr Jeroen Clicq and Mr Marnix van Rij, Executive Director and Alternate Executive Director of the IMF, respectively, representing the constituency of which the Republic of Moldova is a member.

The discussions focus on the Republic of Moldova’s macroeconomic developments and outlook, within a stable framework that is nonetheless sensitive to external shocks. Topics to be addressed include monetary policy and anti-inflationary measures, the NBM’s reform agenda in the context of European integration, and the institution’s role in strengthening financial stability.

An important topic of the dialogue is the new programme with the IMF: a three-year Policy Coordination Instrument (PCI) without a financial component, on which the Republic of Moldova and the IMF mission reached a staff-level agreement in May 2026.

“Continued cooperation with the Fund directly supports the Republic of Moldova’s goal of joining the European Union. The new programme will strengthen macroeconomic stability and, by supporting the authorities’ policies, enhance the confidence of external partners and make it easier to attract financing from other sources,” emphasised NBM First Deputy Governor Petru Rotaru.

The agenda also includes meetings with representatives of the World Bank Group: Ms Antonella Bassani, World Bank Vice President for the Europe and Central Asia region; Mr Alfonso Garcia Mora, International Finance Corporation (IFC) Vice President for Europe, Latin America, and the Caribbean; and Mr Eugene Rhuggenaath, World Bank Executive Director representing the constituency of which the Republic of Moldova is a member.

The First Deputy Governor of the NBM will present the Republic of Moldova’s progress in implementing reforms, with a focus on the digitalisation of financial infrastructure and financial inclusion, to foster a predictable financial environment. The dialogue will also address the implementation of the recommendations of the 2025 Financial Sector Assessment Program (FSAP), strengthening the resilience of the financial sector and the independence of the NBM, as well as the institution’s role in the European integration process, including the implementation of the Reform Agenda associated with the Republic of Moldova’s Growth Plan for 2025–2027.

“The NBM remains firmly committed to the process of aligning national legislation in the financial sector with the European Union’s acquis and the highest international standards, as well as to ensuring its effective implementation,” Mr. Petru Rotaru emphasised.

First Deputy Governor Petru Rotaru, Deputy Governor Tatiana Ivanicichina, and other NBM delegates are representing the Republic of Moldova in Bangkok, alongside Minister of Finance Victoria Belous.

The Annual Meetings of the WBG and the IMF provide a platform for strategic dialogue on global economic and financial policies, while also offering an opportunity for the authorities of the Republic of Moldova to coordinate their efforts in promoting macroeconomic stability and implementing structural reforms.
