The NBM suspended the license of a non-bank payment service provider

 

The Executive Board of the National Bank of Moldova (NBM) decided to suspend the license for the provision of payment services and electronic money issuance of the non-bank payment service provider "Artosis" S.R.L. (the provider) for a period of six months, starting with 9 August 2018 (5:00 PM).

The decision was taken following an on-site target inspection of the provider’s activity in the field of electronic money issuance, taking into account the severity and the repeated nature of violations committed by the provider. The inspection revealed violations of the Law on the prevention and combating of money laundering and terrorist financing, the Law on payment services and electronic money, as well as of the NBM’s directions.

In this regard, the provider did not apply the enhanced customer due diligence measures (did not obtain information on their sources of funds, the purpose and the nature of the business relationship, and did not conduct an ongoing monitoring of their transactions and business relationships), carried out payment transactions through payment agents that were not registered by the NBM as electronic money issuers, as well as submitted inaccurate information.
