National Bank and the members of its decision-making bodies shall be independent in exercising the tasks conferred upon them by law, and shall neither seek nor take instructions from public authorities or from any other authority.
In order to ensure and maintain price stability over the medium term, the National Bank’s aim will be to keep inflation (measured by Consumer Price Index) at the level of 5.0 percent annually with a possible deviation of ± 1.5 percentage points, considered to be optimal for growth and development of Moldova's economy over the medium-term.
Financial stability is achieved by strengthening the resilience of the financial system, limiting the contagion effect and reducing the accumulation of systemic risks, thus contributing to the sustainability of the financial sector and economic growth.
National Bank shall have the exclusive right to issue on the territory of the Republic of Moldova banknotes and coins as legal tender, as well as commemorative and jubilee banknotes and coins as legal tender and for numismatic purposes.
National Bank is exclusively responsible for the licencing, supervision and regulation of financial institutions activity.
National Bank of Moldova acts as banker and fiscal agent of the State and shall receive from state bodies economic and financial information and documents, which are necessary for carrying out its tasks.
National Bank of Moldova is an autonomous public legal entity and is responsible to the Parliament.
National Bank shall inform the public on the monetary policy strategy on the results of the macroeconomic analysis, the evolution of the financial market and on statistics, including with regard to monetary supply, crediting, balance of payments and the state of the foreign exchange market.
National Bank of Moldova is responsable for the compilation of the balance of payments, international investment position and the statistics of the external debt of the Republic of Moldova.

Today, 8 October 2026, the First Deputy Governor of the National Bank of Moldova (NBM), Mr Petru Rotaru, along with the Deputy Governor of the NBM, Mr Mihnea Constantinescu, met with representatives of the CFA Society Romania and the CFA Institute. The discussions focused on the development of the financial market in the Republic of Moldova, financial education, and training programmes for investment professionals in the context of European integration.
The CFA Society Romania was represented by Mr Adrian Codirlașu, the organisation's president; Mr Dorin-Alexandru Badea, a member of the Management Board; and the Managing Director, Ms Florentina Almajanu. The CFA Institute was represented at the meeting by its representative for Central and Eastern Europe, Mr Loukas Dedes.
Participants discussed expanding access to investment, strengthening long-term financing, and CFA’s support in training professionals from the Republic of Moldova in investment analysis, risk assessment, and portfolio management. The possibilities for organising training seminars for CFA programmes and exams, as well as mentoring support, were also examined. “Adherence to the CFA Institute’s ethical and professional standards can help build investor confidence and improve financial market activity,” emphasised Mr Petru Rotaru.
A key topic of the meeting was Romania’s experience in developing its financial market during the period of EU accession and post-accession. “The exchange of best practices can help bring professional standards and investment practices in the Republic of Moldova closer to those in Europe,” added the First Deputy Governor of the NBM.
In this context, the progress in the modernisation of the payment infrastructure was also presented, in particular the accession to SEPA and the development of the MIA Instant Payments system, which has exceeded one million users.
On October 6 of this week, the Republic of Moldova marked one year since its operational connection to SEPA. During this period, approximately 1.2 million transactions were processed through SEPA, generating savings of EUR 16.4 million for citizens and the business environment. The average cost of a transfer has been reduced to about one euro, demonstrating the tangible benefits of integration into the European payments area.
The discussions also focused on continuing cooperation in the field of financial education, which began in 2021 through the Partnership Agreement between the NBM and the CFA Society Romania. As part of this agreement, the “Generation I” project, launched by the Society in Romania, was also promoted in the Republic of Moldova to encourage financial independence and responsible management of personal finances.
Building on this experience, participants explored new opportunities for cooperation to help citizens understand the principles of investing, the relationship between risk and return, and the importance of diversification. They also discussed possibilities for collaborating with universities and training economic journalists to provide the public with clear explanations about the functioning of financial markets.
