Center of Excellence in Finance, based in Ljubljana, Republic of Slovenia

 

The Center of Excellence in Finance (CEF) is an international organization whose mission is to support the development of professional capacities by training public officials from the financial sector in South-Eastern Europe. CEF provides technical assistance and practical professional trainings adapted to and oriented towards the needs of the CEF member countries. The aim is to promote cooperation in the region, by means of creating platforms for training and exchange of practices, by establishing new partnerships and other activities.

CEF was established in 2001 by the Government of Slovenia, at the initiative of the Slovenian Ministry of Finance and in close collaboration with other ministries of finance of the former Yugoslav countries and Albania. In 2015, after 14 years of activity as a regional center, CEF became an international organization which facilitates the hiring of international experts and increases cooperation with partner institutions. The Republic of Moldova joined the CEF in 2015, following the adoption of for the ratification of the Agreement on the establishment of the Center of Excellence in Finance No. 115 of 28 May  2015. Within the Governing Board of the CEF, the Republic of Moldova is represented by the Governor of the National Bank of Moldova (BNM) and the Minister of Finance of the Republic of Moldova, each holding one vote in the decision-making process.

According to the CEF's internal governance procedures, the mandate of the CEF Governing Board Chair is automatically transmitted to all CEF member countries in alphabetical order. Thus, according to the rotation principle, in the periods May 2018 – June 2019 and June 2023 – June 2024, the NBM held the presidency of the CEF Governing Board.

Over the years, employees of the National Bank of Moldova have been involved in various training activities organized by the CEF, during which they managed to develop their professional capabilities.
