Mr Mihnea Constantinescu, Deputy Governor of the National Bank of Moldova (NBM), participated as a speaker at the international conference "New Economy Forum: AI and the Resilience Gap", a prestigious event of the International Monetary Fund (IMF) which brought together global leaders to discuss the impact of artificial intelligence (AI) on the development of the world’s economies.

The panel, moderated by CNBC presenter Karen Tso, included, alongside the Deputy Governor of the NBM, Bo Li, Deputy Managing Director of the IMF, Neil Thompson, Director of MIT Future Tech, Peter McCrory, Head of Economic at Anthropic, and Anu Madgavkar, Partner at the McKinsey Global Institute. Discussions focused on how the concentration of data infrastructure and frontier models can create systemic dependencies and what policies are necessary to prevent a "resilience gap" – a divide between countries that can leverage AI for growth and those that risk being left behind.

"Incorporating AI into production processes does not follow a uniform curve, as it is deeply conditioned by the stage of digitalisation, both public and private. Structured data, digitised processes, and the institutional competencies accumulated over time are all prerequisites for developing the capacity to extract value from new AI technologies. Those who built this infrastructure early, not necessarily spectacular but functional, are now the ones developing new business models with AI as a core element," stated Mr Mihnea Constantinescu.

"The new technology generates categories of challenges for which we still do not have an institutional vocabulary. When an autonomous AI agent becomes a node in the decision-making chain, traceability can gradually erode, imperceptibly, until no one can reconstruct exactly why a particular conclusion was reached. This opacity is a structural property of hybrid human-algorithm chains, a form of organising work for which responsibility no longer follows the hierarchies we have built over the past decades," Mr Mihnea Constantinescu also pointed out.

Deputy Governor Mihnea Constantinescu was part of the NBM delegation led by Governor Anca Dragu, which participated in the IMF and World Bank Spring Meetings held from 13-18 April 2026. This forum provides a framework for strategic dialogue on global economic and financial policies, as well as an opportunity for the Republic of Moldova’s institutions to coordinate their efforts in promoting macroeconomic stability and implementing structural reforms.
